Under what conditions will one country or group of countries sanction another? Sanctions are often used to address many policy issues such as terrorism, nuclear proliferation, drug trafficking, human rights violations, and the promotion of democracy. They can also have the intention of less ambitious policy goals such as releasing a political prisoner, and are actually more likely to work in such an instance than a larger goal like a total regime change and military impairment. But, the expectation that these larger political goals will be reached is usually counter-productive, as they only further impede the freedoms of the target of sanctions’ population (1).
